Characteristics and mission

In line with the European recommendation, the National Productivity Board enjoys functional autonomy, enabling it to carry out its work in an objective, neutral, and independent manner, to produce analyses formulated in the general interest, and to communicate publicly on a timely basis.
The National Productivity Board is responsible for monitoring developments in the field of productivity, taking into account national specificities and EU-related aspects. It is tasked with conducting a diagnosis and analysis of productivity developments in Luxembourg, based on transparent and comparable indicators. The scope of its work covers productivity in the broad sense, including cost and non-cost factors, long-term determinants of productivity, as well as related economic, social, and environmental challenges and issues.

Given the expertise of the Ministry of the Economy, the involvement of STATEC—particularly its research unit—and the possibility of commissioning public and private organizations and experts, the National Productivity Board has the necessary capacity to produce high-quality economic and statistical analysis.

The National Productivity Board is required to prepare an annual report, which is submitted to the CES for its opinion. This annual report and the corresponding opinion of the CES are published and notified to the European Commission.

The National Productivity Board fulfills its obligations at the European level. It establishes contacts with productivity boards in other Member States to strengthen dialogue, exchange views and best practices, and, where appropriate, produce joint analyses.
